Urban economic resilience and recovery in Kuwait

This workshop discusses policy recommendations based on the results of the diagnosis undertaken to assess the city of Kuwait's performance in urban economic resilience.

The draft plan for building urban economic recovery and resilience prepared for the city of Kuwait is also being discussed through an inclusive process with relevant stakeholders.

The discussion is expected to validate the proposed specified actions, responsibilities and resources across the capacity areas identified in the previous phases of the project, including financial resilience.

Discussions also include the institutional arrangements and legal and regulatory requirements necessary for the implementation of the local resilience strategies.

Outcome document

  • Build urban and economic resilience through enhancing the local business environment, diversifying the city of Kuwaiti economy and creating favourable conditions for promoting foreign investment and advancing the role of the private sector in economic growth.
  • Improve the flexibility of the local labor market through reforming the current market structures, particularly with regard to establishing appropriate incentives to create a more dynamic and skilled workforce and designing strategies for educational and training reforms to improve skills and productivity.
  • Enhancing the resilience of the domestic financial system by improving the financial system's ability to quickly redistribute funds between various economic sectors, expand the scope of corporate credit, and create additional funding channels to finance small and medium-sized enterprises.
  • Enhancing the flexibility of economic governance by improving the planning capacity at the level of the state and at the local level for Kuwait City alike, to ensure the optimal use and better distribution of the available resources to support social and economic development, and the need to enhance them.
  • The Economic Resilience Building Plan for Kuwait will help in planning for urban economic resilience. It will present the different dimensions of urban economic resilience while focusing on the strengths to build on and the weaknesses to address.
