Arab Digital Development Report 2022: Towards Empowerment and Inclusion for All

This is the second edition of the Arab Digital Development Report, the first of which was released in 2019. Like its predecessor, the Arab Digital Development Report 2022 links information and communication technology (ICT) to sustainable development, and addresses the theme of “Empowering people and ensuring inclusion”, while advancing the full implementation of the 2030 Agenda for Sustainable Development. It examines current digital transformations and emerging technologies, and their central role in the future of digital development, with a particular focus on the multidimensional synergies between digital technologies and various strategic, social and economic policy areas. Through a regional assessment, the report assesses digital progress, and identifies gaps and policy options to enable digital transformation for sustainable development. It addresses the increasing use of digital technologies in the Arab region and potential development challenges, along with policy measures that would enable Governments and relevant stakeholders to overcome these challenges and benefit from ICT and digital transformations.
This regional report draws on the 2021 national digital development reports from member States participating in national reviews, and contributions from experts in various fields. It also addresses the impact of digital technologies on various sectors of the economy and sustainable development. The thematic areas examined are in line with global trends on the links between digital technologies and sustainable development, and take into account the themes periodically set by the High-level Political Forum of the United Nations Economic and Social Council. This edition of the report provides an overview of digital development in the Arab region, and includes information on building back better to avoid COVID-19 in the Arab region using ICTs, in line with the theme of the 2022 High-level Political Forum.
